Arizona County Clerks Association (ACCA), Certified Professional County Clerk Program

 

Objectives:

Recognizing the knowledge and skills required to function as a county clerk of the board, chief deputy and/or deputy clerk of the board are highly specialized and there are only 15 County Clerks of the Board of Supervisors in the State of Arizona, the membership of the ACCA desires to establish minimum knowledge for the position(s).

 

This Certification program will serve to provide education in topics related to the clerk of the board’s functions, to assist new clerks of the board and to assist counties with succession planning by identifying candidates who meet minimum standards of knowledge, skills, and experience.

 

Definitions:

Knowledge/Skills Topics – presentation topics deemed essential to the functions of County Clerk of the Board of Supervisors.

 

Sponsoring Organization:

The County Supervisors Association of Arizona (CSA) will sponsor the ACCA Certification process by reviewing and approving certification, providing a location for trainings, assisting with providing knowledgeable presenters for educational topics, and positively promoting the program to the board of supervisors from each county. Certification will be awarded during the Annual CSA Summit in October of each year. Education points will be given by IIMC for those obtaining their CMC and MMC.

 

2018 Program Fee:

$345 Package Deal: Application Fee, Program Fee and Certification Fee

 

Partial Participation:

$65.00 fee for each program day (for members of ACCA)

$75.00 fee for each program day (for non-members of ACCA)

 

Certification Requirements/Process:

Certification is available to active ACCA Clerks of the Board and Deputy Clerks of the Board.

Certification will be awarded based on a combination of experience, training and agreement to uphold the ACCA code of ethics. An applicant seeking certification must be current on annual ACCA dues and submit a letter from Human Resources regarding the minimum of 2 years of experience in a County Clerk of the Board’s Office. Up to 6 months of this experience may be obtained from work in other County government offices/departments.

 

Knowledge/Skills Topics:

The program will consist of three full days of training as outlined below. This program will re-occur every summer as needed or determined by ACCA membership.

County Government 101

County Basics and Governance Authority - – Presented by Craig Sullivan, Executive Director, County Supervisors Association & Robert Pickels, City Attorney, City of Sedona (Former County Manager)

• How county gets its authority

• County mandated and provided services

• Where money comes from

• How Special taxing districts work for funding jail, library, flood, health. Etc.

The Legislative Process, Navigating the Request to Speak (RTS) System and the Arizona Legislative Information System (ALIS) overviews – Presented by Kristin Cipolla, CSA Senior Legislative Liaison and Robin Hillyard, CSA Research and Budget Analyst

Ethics – Just the Facts, Ma’am – Presented by Brandt Clark, Deputy Attorney, Navajo County

Tour of Arizona Capitol Museum and Legislative Tour

Discussion of Legal Requirements Related to the Budget Adoption Process - Presented by Megan Cunningham, Assistant Finance Director, Coconino
